Lipbalm doesn’t work

I’ve been using this lip balm consistently, but it hasn’t worked well for me. My lips still feel dry and the pigmentation hasn’t improved much.

Lip repair balm smell is good.. but not working on pigmented lips .. I used consistently, also lips are dry and black bubble like lips are damaged..
